In 2012, the Ivorian Ministry of Post and Information and Communication Technologies (MPICT) decided to explore the possibilities of reviving the project of local Internet Exchange Point (IXP).

 So in order to make this Internet exchange point functional, a revival workshop was held on 23 and 24 July 2012 by the Ministry of Post and Information and Communication Technologies (MPICT) in collaboration with the Regulatory Authority of Telecommunications in Côte d’Ivoire (former ATCI). At the end of the workshop, recommendations were made including the adoption of an exchange point architecture with two physical points of presence (POPs) through a secure broadband network: one hosted in Orange Côte d'Ivoire Telecom (OCIT) and one at MTN Côte d'Ivoire with a supervision center (NOC) hosted within ARTCI.

 This exchange point called Côte d’Ivoire Internet eXchange (CIVIX) is a family of peering platforms (IXP), designed for IP operators to enable them to exchange Internet streams.

 The actors interconnected on CIVIX can improve the quality of their internet speed and decrease their Internet bandwidth costs. The CIVIX is open to all actors who wish to connect (operators, ISPs, service companies, large companies, local authorities ...).The neutrality and independence provided by the CIVIX, are the ideal ground for ARTCI to regulate the Internet local traffic.
